  • Capital BlueCross has provided full service health insurance products since 1938. It has broad-reaching physician network, with more than 18,000 professional providers available to deliver care and service. Capital BlueCross, headquartered in Harrisburg, PA, is one of the area's largest employers, with more than 1,800 employees.

  • Business Problem

  • Main reasons for Capital Blue Cross needing upgrade:

  • Stay current on Oracle EBS to maintain premium support; EBS was in Extended Support and was soon going to be reduced to sustaining support.
  • Lower the total cost of ownership (TCO). Reducing customizations by leveraging new functionality to lessen ongoing internal maintenance and lower the cost of all future upgrades.
  • Provide business improvements by leveraging enhancements in the new release which in this case is R12. Strategic business and operational process benefits from EBS can also be achieved by improving configurations which were made in previous EBS versions but may not have been updated due to a technical upgrade which is common in point releases

  • Capital Blue Cross maintained financialdata primarily in Oracle EBS. Various applications had interfaces to EBS. Several integrations existed between systems. There was need for the health insurance company to be current with technology for compliance, audit support and security on application network. RJT Solution Beacon had implemented earlier upgrade to 11.5.10 Financial and added procurement moduleslater. Capital Blue Cross requested RJT Solution Beacon to implement upgrade to database from 10g to 11g and R12.1.3 with minimal impact to business and include enhancements that add value within the planned time frame and budget.

  • RJT Solution Beacon Project

  • Capital Blue Cross wanted RJT Solution Beacon to work with their staff to complement their skills and in assisting them with training related to upgrade. One of the goal was to make client aware of the delta in the upgrade, early on of the project. RJT Solution Beacon Project management structured the upgrade process, documentation and check points needed to keep project on track. At set interval RJTSB had quality checks, anonymous interviews, surveys to ensure quality and adjust to fit to client needs. This was achieved through structured path, delta training, orchestrated testing and cutover plan at granular level during go-live.RJTSB PM managed close monitoring of work, escalation of tasks, management of blended resource with onsite, offsite and offshore and engagement of resources as needed through project to control cost and expense for client.

  • RJT Solution Beacons expertise on EBS upgrades and its management skills provided completion of project on time and within budget. The new version enables users to be productive with improved user interface. Reliable and quicker audit and compliance process with centralization of the sub-ledger accounting module, payment module,roles and responsibility access. Centralization of bank setups has provided control over payment batches for efficiency and visibility for CAPBC. RJTSB trained CAPBC resource on Oracle new reporting tool BI Publisher, which enables users to modify quick layout and logic changes. The R12 application has other benefits for future, to use shared service capabilities, centralized tax engine and web service interface for automation.
